Dr. Carter received his Bachelor of Science (Magna Cum Laude), his Doctor of Veterinary Medicine degree (Cum Laude), his MS (Epidemiology), and his Doctor of Philosophy from Texas A&M University. Dr. Carter is also a Diplomate in the American College of Veterinary Preventive Medicine, a Fellow of both the American Veterinary Epidemiological Society and of the Association for Veterinary Informatics. He currently holds the dual appointments as Professor of Epidemiology and Director of the Livestock Disease Diagnostic Center, University of Kentucky.
Dr. Carter holds the rank of Colonel in the U.S. Army Reserves and has been called to active duty and deployment numerous times, including to Afghanistan and to Iraq. As a member of the Army Medical Department's interdisciplinary team, he has worked in public affairs, environmental health, and surveillance and disease control in a seamless environment. Colonel Carter has received numerous awards and citations, and is also a Vietnam veteran.
Valerie Ragan, DVM
Dr. Ragan received her Bachelor of Science from the Virginia Polytechnic Institute and her Doctor of Veterinary Medicine degree from the University of Georgia. She is a member of the Phi Zeta, a Veterinary Honor Society. Her diverse career includes positions as a veterinary clinical practitioner and several appointments (regionally and nationally) with the United States Department of Agriculture that included Senior Executive Service. Dr. Ragan also established a corporation that specializes in consulting on animal and plant health worldwide. He also works with authorities to facilitate trade.
Dr. Ragan's Senior Executive appointment with the USDA was the position as Assistant Deputy Administrator of the Animal and Plant Health Inspection Service. Dr. Ragan was also Co-Chair for the National Animal Identification System Development Team and Steering Committee. She also worked internationally with animal production groups and health organizations. Dr. Ragan has written scientific papers for the USDA and has spoken to varied audiences nationally and internationally.
James S. Wohl, DVM, MPA
Dr. Wohl received his Doctor of Veterinary Medicine degree from PurdueUniversity and his Masters in Public Administration from Auburn University. He was appointed Professor in Clinical Sciences, College of Veterinary Medicine, Auburn University. He is also a member of the Graduate Faculty. Dr. Wohl is a Diplomate of the American College of Veterinary Internal Medicine (ACVIM), and of the AmericanCollege of Veterinary Emergency & Critical Care ACECC). Dr. Wohl also held appointments at Harvard University Beth Israel Hospital, Tufts University, and the Animal Medical Center, New York.
Dr. Wohl is a member of three academic honor societies. He has also received other distinctions, including as a student, in research and the Merck AgVet Creative Teacher Award. He is a member of numerous professional associations and has gained recognition as a trained and experienced mediator and arbitrator. Dr. Wohl also serves in numerous leadership positions. Dr. Wohl has numerous publications in peer-reviewed journals and has contributed chapters in several texts. He has made innumerable presentations and is a consultant for several organizations.
